The middle entry in the 'Tohoku Trilogy — a series of documentaries exploring the aftermath of the earthquake and consequent tsunami that devastated the Tohoku region of Japan in 2011 — the two-part Voices from the Waves visits records the experiences of survivors in the coastal towns of Shinchi and Kesennuma.

Co-directed by Ryusuke Hamaguchi and Ko Sakai, both parts of Voices from the Waves continue the powerfully simple visual style of their predecessor, Sound of the Waves 2012. The camera alternatively examines conversations between people who affected by the disaster and receives direct addresses, capturing the vast array of experiences that one monumental event can create. In recording these recollections, the films also act as a dispatch to the future: a permanent document of one of Japan's most catastrophic disasters.
